El “Manifiesto de Barcelona” y los nuevos retos de la edificación sostenible ponen fin al congreso WSB14

Clausurado el Congreso Mundial de Edificación Sostenible World SB14 Barcelona con la conclusión de que el sector de la edificación deberá reducir un 77% sus emisiones para evitar el colapso energético y climático.

“Es urgente la necesidad de que el sector de la edificación, en su conjunto, eleve la mirada para tomar conciencia de la auténtica dimensión de los desafíos locales que le incumben”. Esta es una de las principales conclusiones del Congreso Mundial de Edificación Sostenible que se ha clausurado hoy en Barcelona.

La ministra de Agricultura, Alimentación y Medioambiente, Isabel García Tejerina, ha sido la encargada de clausurar este encuentro que ha reunido en la Ciudad Condal a más de 2.300 expertos en edificación sostenible, investigadores, técnicos, empresas, profesionales y representantes de las administraciones. La responsable de la cartera de Medioambiente ha recalcado la necesidad de que todos los agentes trabajen de forma coordinada y conjunta para hacer frente a los retos económicos, sociales y ambientales a los que se enfrenta el sector de la edificación.

Tras tres días de intenso trabajo e intercambio de ideas y conocimiento, el Congreso ha redactado el “Manifiesto de Barcelona” que reconoce la urgencia de que el sector tome conciencia de los problemas que le afectan desde un punto de vista global y les ponga solución de forma inmediata.

No hay que olvidar, tal y como recoge este documento marco, que el sector de la edificación es responsable de un tercio de las emisiones de gases de efecto invernadero, un tercio del consumo energético y un tercio de la generación de residuos y del consumo de recursos, en términos globales. La tendencia, además, conduce a un incremento de estos porcentajes de forma muy alarmante (sólo la extracción de materiales en los últimos 10 años se ha multiplicado por 8). 

Para frenar esta inercia, el Manifiesto de Barcelona recoge, entre otras, las siguientes conclusiones:

• La responsabilidad de los agentes del sector pasa por ser lúcidos y valientes en sus diagnósticos, identificar los aspectos a cambiar, reconocer los grandes desafíos, en su escala global, y en su diversidad local.

• Es absolutamente necesario plantear objetivos concretos frente a esta tendencia. Para ello, se propone un objetivo de reducción de emisiones del 77%, tanto por la vía de la eficiencia y el ahorro, como por la vía de la descarbonización de la energía utilizada por la edificación. Este objetivo coincide con las magnitudes que se están proponiendo en otros ámbitos.

• Es imprescindible un cambio de paradigma dentro del sector de la edificación hacia la sostenibilidad. Este nuevo modelo debe tener en cuenta el concepto de habitabilidad básica que habrá de materializarse a través de nuevos desarrollos urbanos, pero también a través de la mejora de las condiciones de habitabilidad de los miles de asentamientos informales existentes.

• En el mundo desarrollado, esta transformación se llevará por la vía de la rehabilitación del medio urbano existente. Para ello será necesario todo el conocimiento y las aportaciones innovadoras, tanto las que vengan del mundo científico, las que vengan de la experiencia empresarial o política, como las que procedan del conocimiento popular de las comunidades.

• Es ist wichtig, zu einem Paradigmenwechsel in der Bauwirtschaft in Richtung Nachhaltigkeit. Dieses neue Modell sollte das Konzept der Grund Bewohnbarkeit betrachten wird durch neue städtische Entwicklungen eintreten, sondern auch durch die Verbesserung der Lebensbedingungen von Tausenden von bestehenden informellen Siedlungen.
